Frequently Asked Questions
About NACUP
-
The North American Council of Utility Professionals (NACUP) is an independent professional organization focused on developing and administering exam-based professional standards and certifications for utility professionals.
NACUP operates as a non-regulatory, non-vendor-affiliated organization and does not represent utilities, regulators, or employers.
-
NACUP certifications are designed for experienced utility professionals who hold responsibility for:
operational decision-making
capital program execution
contractor or vendor oversight
emergency preparedness and response
About the CUOCP® Certification
-
The CUOCP® professional standard defines the leadership judgment expected of utility professionals responsible for operations, capital programs, safety, and regulatory accountability. It establishes how experienced leaders are expected to think, prioritize, and make decisions in regulated, safety-critical environments.
Most utility leaders are evaluated informally:
By supervisors
By regulators after something goes wrong
By experience and reputation
CUOCP® turns that implicit expectation into an explicit, examinable standard.
The standard defines how leaders are expected to think and decide — not just what they know.
-
CUOCP® is designed for utility professionals who want to formally demonstrate leadership readiness and accountability across operations, capital execution, and emergency response.
While job titles and responsibilities vary widely across utilities, CUOCP® provides an independent, portable credential that validates applied judgment and decision-making in complex utility environments.
-
CUOCP® focuses on leadership judgment and accountability in utility operations and capital environments, rather than project management methodology, technical expertise, or asset-specific knowledge.
-
CUOCP® is not a course-completion credential.
While NACUP provides structured professional modules to define the standard and establish common expectations, the CUOCP® credential is earned through an independent, exam-based evaluation — not by completing training alone.
The examination assesses how candidates think, judge, and decide in real-world utility leadership scenarios, drawing on experience, professional reasoning, and accountability under pressure. Module completion supports preparation and alignment to the standard, but credentialing is based solely on demonstrated competence during the examination, not attendance or instructional hours.
-
CUOCP® is a rigorous, exam-based professional certification designed to assess applied judgment and leadership readiness in utility operations and capital environments.
While preparation time varies by background and experience, most candidates report investing approximately 40 hours of focused preparation prior to sitting for the examination.
-
Candidates aren’t learning “utilities” — they’re learning how their experience maps to a recognized leadership framework.
The CUOCP® playbook and modules help candidates:
Understand how leadership decisions are evaluated, not just made
Recognize common judgment gaps in safety, capital oversight, and regulatory response
Practice scenario-based reasoning similar to real-world executive decision points
Prepare for how leadership accountability is assessed under scrutiny
Many experienced professionals are surprised to find areas where their instincts are strong — and others where the standard expects a different prioritization
Exam Structure
-
Scenario-based
Timed
Pass/fail
Focused on applied judgment rather than technical calculations
Exam content is asset-neutral, evaluating leadership and decision-making principles rather than system-specific procedures.
-
The CUOCP® exam is designed to be rigorous.
It is intentionally challenging for individuals without sufficient experience. The exam focuses on judgment, prioritization, and accountability, not memorization or technical calculations.
-
CUOCP® uses a criterion-referenced passing standard rather than a publicly disclosed numeric score.
The passing threshold is established through exam design and review to reflect the level of competency, judgment, and decision-making ability expected of experienced utility professionals operating in high-accountability roles.
To protect exam integrity and ensure fairness:
A specific numeric passing score is not publicly disclosed
Candidates receive a pass/fail result only
Detailed scoring breakdowns or question-level feedback are not provided
-
Candidates are permitted up to three exam attempts. No additional certification fee applies; candidates are responsible only for any third-party proctoring fees. Successful completion requires meeting the established passing standard.
If a candidate fails the exam on the third try, there will be a waiting period of 6 months before retaking the exam up to three more times, and a reexamination fee of $150 USD.

Training & Preparation
-
NACUP provides professionally developed modules that define the CUOCP® standard and support candidate readiness. These modules establish shared expectations, terminology, and leadership principles aligned to the credential.
However, certification is not granted based on module completion. NACUP credentials are awarded only through successful performance on an independent, proctored examination that evaluates applied judgment, decision-making, and professional accountability. Training supports preparation; the examination determines certification.
-
NACUP provides professionally developed preparation resources designed to clarify the CUOCP® standard and what is expected at the professional level.
These resources include:
Structured CUOCP® modules that explain the five domains of the standard
Scenario-based context to illustrate how leaders are expected to think and decide
Guidance on professional judgment, accountability, and decision defensibility
Clear alignment between the standard, the examination, and the credential
Overview of the CUOCP® candidate playbook.
These materials are intended to support readiness. Final credentialing is based solely on performance on the independent, proctored CUOCP® examination, which evaluates applied leadership judgment rather than course completion.
